On August 1, the UN Special Rapporteur on the right to life of people with disabilities (RSOD-HARPS) published her Report on the use of prohibited weapons in conflict, a document that lays out in detail the human rights situation in conflict. On August 7, the United Nations Human Rights Council adopted its first recommendation to address the rights violations with firearms.
The UN HARD Action List includes Australia, Israel, Belgium, China, Egypt, France, the Philippines, the UK, and the United States. The US has also introduced legislation mandating the licensing and registration of "bump stock" type firearms.
In addition to Australia and France, the United Nations Human Rights Council adopted a resolution on August 16, which called for an international agreement to "develop specific legislation to prohibit and punish the sale, import, transport, possession and use of weapons which permit indiscriminate use of weapons of war in conflicts, where civilian populations have been indiscriminately or disproportionately attacked or attacked without distinction against religious or ethnic groups or groups on the basis of their religion or ethnicity, and require the registration of all such weapons."
The HRC also called for "an international agreement that prohibits and criminalises the sale, transfer or provision of weapons and other military equipment and the supply, transfer or provision of support to armed groups on the basis of belief, race, or ethnicity." This means the US is a party to that agreement, and has already been obliged to take part.
The US had previously called for the implementation of "non-combatant" weapons, those guns and devices used to fire deadly projectiles, such as rocket-propelled grenades, automatic weapons, and rocket-propelled grenades, in conflict, with its decision to ban these types of weapon from being used in a new initiative to disarm the Afghan Taliban and Islamic State terrorist group groups, which has been going on since 2013.
In her report, the UN HARD Action List, HARD Action List member and US expert on firearms, Michael Chabon, states, "There are currently no measures at a national, State, and Federal level which are designed to effectively address the issue of non-combatant firearms."
